A dialogue at Shahba Aleppo Hotel brings together government officials and investors to discuss challenges, practical solutions, and ways to accelerate the transition of projects from opportunity and approval stages to implementation
Kayan Holding Group participated in a dialogue session organized by the Syrian Investment Authority – Aleppo Branch at Shahba Aleppo Hotel, attended by Minister of Tourism Mazen Salehani, Governor of Aleppo Eng. Azzam Al-Gharib, Director General of the Syrian Investment Authority Eng. Ahmad Rawad Ramadan, along with a number of investors and representatives of the business and economic community.
The meeting focused on the current state of investment in Aleppo and the opportunities available across a range of sectors, while also addressing the key challenges investors face throughout the establishment, development, and implementation stages of their projects. Participants discussed practical proposals aimed at improving the investment environment and strengthening coordination between government entities and the private sector.
The dialogue reflected the growing need to move investment opportunities beyond the stages of presentation, assessment, and approval and toward viable projects that can be implemented and operated. This transition is essential to supporting Aleppo’s return as a major economic, industrial, and investment hub, while enabling new projects capable of creating jobs and revitalizing productive and service sectors.

Investment in Aleppo: Opportunities and the Requirements for Implementation
Aleppo Governorate offers a diverse range of economic and investment opportunities, supported by its historic role as one of Syria’s leading centers for industry, trade, and business, as well as its strategic location, productive base, and the diversity of sectors capable of attracting investment during the coming period.
Alongside these opportunities, the meeting highlighted the importance of addressing practical challenges that may affect the investor journey, from assessing an opportunity and obtaining the necessary approvals to site allocation, completion of procedures, infrastructure readiness, and the commencement of actual project implementation.
Participants discussed the need to develop clearer and more flexible investment mechanisms that can reduce the time between an investment decision and the start of implementation, while strengthening the ability of relevant authorities to follow up on projects and address obstacles that may arise throughout different stages of development.
The meeting also provided a platform for direct dialogue between government entities and investors, allowing field-level challenges to be communicated to the relevant institutions and enabling the discussion of practical solutions that can improve the investment environment in Aleppo and enhance the overall investor experience.
Kayan: The Next Phase Is About Execution
Kayan Holding Group’s participation in the dialogue reflects its current investment presence in Aleppo Governorate and its practical experience in developing projects and managing the different stages an investment opportunity passes through before reaching implementation.
The Group believes that Aleppo has genuine opportunities for growth and investment attraction. However, the economic value of these opportunities depends on the ability of all stakeholders to convert them into executable projects within clear procedural and time frameworks.
From this perspective, Kayan emphasized the importance of developing the relationship between investors and public-sector entities from a model based on separate procedures into a more integrated process that supports the project from opportunity assessment through licensing and development, and ultimately into implementation and operation.
This vision can be summarized in one clear message:
Aleppo has the opportunities. The next phase is about execution.
The current stage requires more than simply promoting investment opportunities. It also requires building an ecosystem that helps investors make informed decisions, structure projects, overcome implementation challenges, and move more efficiently and clearly toward tangible work on the ground.

From the Aleppo Corniche Experience to a Stronger Investment Environment
Kayan Group’s participation in the dialogue comes as work continues to advance on the Aleppo Corniche Project – Western Ring Road, one of the Group’s major urban development and investment projects in the governorate.
The project provides a practical example of the journey major investments go through, beginning with opportunity assessment and investment concept development, followed by coordination with government entities, completion of studies, designs, and procedures, and ultimately the transition into implementation and on-site follow-up.
The Aleppo Corniche Project aims to develop an integrated urban corridor combining public and green spaces with commercial, service, leisure, and investment facilities.
This experience gives Kayan Group a practical perspective on the importance of continuous coordination between investors and government entities, as well as the need to align approvals and administrative procedures with actual project requirements and implementation timelines.
Building a More Effective Public–Private Partnership
Direct dialogue between the public and private sectors is one of the key elements in improving the investment climate in Aleppo. Investors need more than incentives and facilitation measures; they also need clear procedures, defined responsibilities, responsive institutions, and direct access to the authorities responsible for addressing implementation challenges.
Kayan Group believes that improving the investment environment requires the establishment of ongoing institutional coordination channels between investors, the Syrian Investment Agency, Aleppo Governorate, and the relevant sectoral authorities, so that each project is managed as an integrated development process rather than as a disconnected series of approvals and procedures.
Clearer timelines for administrative and implementation stages can also help investors plan financial and operational requirements more effectively, while improving the ability of projects to move from assessment to implementation within more predictable timeframes.
This is particularly important for large-scale projects that involve multiple sectors, technical stakeholders, and government entities and therefore require continuous coordination across planning, investment, infrastructure, implementation, and operation.
Investment Opportunities in Aleppo Require an Integrated Implementation Ecosystem
The future of investment in Aleppo does not depend solely on the availability of opportunities. It also depends on the ability of the investment environment to convert those opportunities into productive and sustainable projects.
Developing investment opportunities in Aleppo therefore requires a combination of clearly defined opportunities, streamlined procedures, access to information, timely decision-making, effective coordination between public entities, and a capable private sector that can develop, manage, and operate projects through scalable investment models.
Kayan Group remains committed to supporting initiatives and institutional dialogue that contribute to improving the investment climate and strengthening public–private partnerships, in line with its vision of transforming promising opportunities in the Syrian market into investable, operational, and scalable projects and assets.
The Group also continues to develop its projects and investments in Aleppo and other Syrian governorates while building partnerships with investors, institutions, and relevant stakeholders to support projects capable of generating long-term economic and developmental value.

Aleppo holds opportunities, and transforming these opportunities into tangible projects begins with building an investment environment that makes implementation faster, clearer, and more efficient.
