Tourism, Sports, and Regional Planning Projects Advance Investment and Sustainable Development in Raqqa
One day after signing the agreement for the Raqqa Industrial & Crafts Zone, Kayan Commercial Holding Group continued expanding its investment portfolio in the governorate by signing three new strategic agreements in partnership with Glory Holding Group with Raqqa Governorate and the Syrian Investment Authority during the 63rd Damascus International Fair.
These agreements represent a continuation of the Group’s long-term investment vision for Raqqa, extending beyond industrial and productive projects to include tourism, sports, and regional planning initiatives that lay the foundation for a new phase of sustainable economic development across the governorate.
The signing ceremony took place at the “Made in Syria” Pavilion in the presence of Minister of Local Administration and Environment Eng. Mohammad Anjarani, Minister of Finance Mohammad Yosr Bernieh, Raqqa Governor Abdul Rahman Salama, and senior representatives of the Syrian Investment Authority, government institutions, and economic stakeholders.

Three Strategic Projects Supporting Raqqa’s Future Development
The newly signed agreements include three flagship projects that represent key pillars in the revitalization of Raqqa Governorate:
- Ward Island Tourism Resort
- Rehabilitation and Investment of the Raqqa Equestrian Club
- Raqqa Governorate Regional Planning Project
Together, these projects reflect an integrated development vision that combines tourism investment, sports infrastructure, and strategic regional planning to guide the governorate’s future urban and economic growth.
Regional Planning: A Roadmap for Raqqa’s Future
The Raqqa Regional Planning Project is one of the most significant components of the agreements, providing the strategic framework that will guide urban expansion, economic development, public services, land use, and infrastructure planning across the governorate.
The project aims to establish a long-term development vision that supports decision-makers and investors while promoting balanced and sustainable growth throughout Raqqa.
Ward Island Tourism Resort: Investing in Nature and Tourism
As part of a strategy to diversify the local economy, the agreements include the development of the Ward Island Tourism Resort, a project designed to capitalize on Raqqa’s natural and tourism assets by creating a modern destination offering hospitality, leisure, and recreational facilities.
The resort is expected to revive one of the governorate’s distinctive natural locations, transforming it into an attractive destination for visitors and investors while supporting the local economy and strengthening the tourism sector.
Modern Redevelopment of the Raqqa Equestrian Club
The agreements also include the rehabilitation and investment of the Raqqa Equestrian Club, one of the governorate’s most prominent sporting and cultural landmarks.
The redevelopment project will include the restoration of the race track, grandstands, stables, and spectator facilities, together with expanded green spaces and water features. It will also include the construction of a high-end hotel, a shooting complex, a swimming pool, restaurants, and a variety of recreational facilities, restoring the club as a premier destination for sports, tourism, and community activities.
Waleed Hendawi: Integrated Projects for a Diversified Economy
Mr. Waleed Hendawi, Chairman of Kayan Commercial Holding Group, stated that the three agreements form a comprehensive development framework aimed at building a diversified economy for Raqqa.
He explained that the regional planning project will serve as a strategic roadmap for future urban and service development, while the Ward Island Tourism Resort will create new opportunities for tourism investment, and the redevelopment of the Equestrian Club will revive one of Raqqa’s most important cultural and sporting landmarks.
